About the Role
The HSE Engineer will be responsible for supporting and monitoring the implementation of Health, Safety and Environmental standards throughout the project, ensuring compliance with applicable legislation, regulatory requirements, company procedures, and project-specific HSE requirements.
The role combines operational presence on site with monitoring, reporting, risk prevention, and continuous improvement activities, contributing to the development of a strong safety and environmental culture across the project.
Key Responsibilities
Health & Safety
Site Monitoring & Inspection
Monitor Health and Safety activities on a daily basis across the project site. Conduct regular site inspections and visits to identify hazards, unsafe behaviours, and opportunities for improvement.
Safety Awareness & Compliance
Promote safety awareness and ensure compliance with HSE procedures among employees and contractors. Conduct inspections, behavioural safety audits, and preventive observations. Ensure compliance with applicable Health & Safety legislation and internal procedures.
Incident Investigation
Investigate accidents, incidents, and near misses, preparing reports and monitoring corrective and preventive actions.
Records & Reporting
Maintain and update internal HSE platforms and records. Prepare HSE indicators, reports, and performance analyses.
Culture & Engagement
Support safety awareness campaigns and prevention programmes. Participate in safety meetings with operational teams, subcontractors, and management. Promote a safety culture based on accountability, prevention, and continuous improvement.
Environment
Environmental Monitoring & Impact Assessment
Monitor and manage environmental aspects associated with project activities. Identify and assess significant environmental impacts.
Objectives & Compliance
Define and implement environmental objectives, targets, and action plans. Ensure compliance with applicable environmental legislation and regulatory requirements.
Waste & Hazardous Materials
Develop and monitor procedures related to waste management, chemicals, and hazardous/flammable substances.
Performance & Audits
Monitor environmental performance indicators and implement corrective and improvement actions. Coordinate internal environmental audits and support the maintenance and development of the Environmental Management System.
Management System & Strategy
Ensure compliance with Quality, Environmental, Health and Safety Management System requirements. Support management in defining and implementing the organisation's environmental strategy.
Required Skills and Experience
Education
Degree in Environmental Engineering, Safety Engineering, Civil Engineering, or a related discipline.
Certification
Relevant professional qualification/training in Occupational Health & Safety.
Experience
Previous experience in HSE roles within construction or engineering environments.
Regulatory Knowledge
Solid knowledge of Portuguese Health & Safety and Environmental legislation.
Technical Skills
Experience with risk assessments, inspections, audits, and incident investigations.
Operational Collaboration
Strong ability to work directly with operational teams and subcontractors.
Attributes

Communication & Organization
Strong reporting, communication, and organizational skills.
Language Skills
Advanced level of English, mandatory.
Mobility
Availability to work on-site in Viana do Castelo, Portugal.
