Position: Digital Workforce Development Officer (Data & Artificial Intelligence)

Location: Oeiras, Portugal

Role Overview This position supports the development of a modern digital workforce by aligning Data and AI capability needs with effective education and training solutions. The role requires strong analytical ability, structured methodology, and the capacity to translate complex digital‑transformation trends into actionable workforce requirements.

Key Responsibilities

Map Data and AI workforce requirements to existing training solutions and identify performance gaps.
Continue aligning organizational Data and AI roles to the Skills Framework for the Information Age (SFIA), expanding on previous front‑end analysis.
Review strategic training plan requirements, incorporating lessons learned and anticipated developments.
Conduct Training Requirements Analysis (TRA) using established systems‑approach methodologies, focused on the Data and AI functional area.
Produce the final TRA project report.
Contribute to major annual programme events and planning boards.
Deliver monthly situation reports and quarterly programme‑of‑work updates.

Essential Qualifications & Experience

Fluent English, with the ability to interpret strategic documents and produce executive‑level reports.
Strong analytical skills and experience working with large organizational datasets (roles, competencies, trends).
Master’s degree with at least three years of relevant experience, or bachelor’s degree with at least five years of relevant experience.
Minimum five years of experience applying systems‑approach training methodologies or comparable frameworks.
Knowledge of organizational structures, education and training facilities, and capability‑development processes.
Understanding of Digital Transformation and Data/AI concepts, with the ability to translate technology trends into workforce requirements.
Proven experience using SFIA for competency mapping or workforce development.
Experience identifying training requirements, conducting TRA, and developing performance objectives.
Practical knowledge of communications and information systems and experience delivering training in a military or structured operational environment.
Experience with quality assurance in an education and training context.
Background in international, mixed civilian‑military environments.

Technical & Personal Skills

Proficiency with Microsoft Office tools, including SharePoint and workflow automation.
Experience using Learning Management Systems.
High degree of autonomy, accountability, and professional judgment.
